一个行业很难被穷尽。我们虽然每天浸泡在宏观、基本面和产业链条交织的市场，也只是窥探行业的一个角度。而一门学科的历史，应是研究和洞悉它们自身的必修之课，正如哲学史之于哲学，思想史之于思想，高分子科学史之于高分子... 恰如名人之传记，是一种积淀和感怀、一种继往和开来。探究一个无法穷尽的行业也应如此，行业的历史恰好是我们与之神游的时光隧道，是我们在市场之外洞察它的另外一个角度，这个角度往往会如圣殿般宏大，宛如一条奔腾的长河。而隧道石壁上，那些粗糙褶皱，则会给予了我们最真实的触感，辟如长河中无数争流破浪的小舟。

2023年，中石化集团成立四十周年，是整个中国乃至全世界石化行业的光辉时刻。业内同仁和业外人士为之无不欢欣，无不鼓舞。四十年，那是一段雄伟的历史！我们仅以此为锚，从一个微小的角落，来找寻石化行业的某一段时刻的主角：中国聚烯烃行业中的海外石化企业。

An industry is hardly exhaustive. Although we are immersed in the macro, fundamental and industry chain interweaving market every day, we only have a perspective of the industry. And the history of a discipline should be a mandatory part of the study and insight into themselves, just as the history of philosophy is to philosophy, the history of thought is to thought, and the history of polymer science is to polymer ... As the biographies of famous people, it is a kind of accumulation and feeling, a kind of succession and beginning. Exploring an inexhaustible industry should be the same, the history of the industry is just the time tunnel, is our insight from another angle besides market, this angle will often be as grand as the temple, like a long rushing river. And the tunnel’s stone wall, those rough folds, will give us the most authentic touch, such as countless boats fighting the waves in the long river.

The year 2023, the 40th anniversary of Sinopec Group, is a glorious moment for the entire petrochemical industry in China and even the whole world. The industry colleagues and people outside the industry are all happy and inspired by it. Forty years, that is a majestic history! Let’s use this as an anchor to find a leading moment in the petrochemical industry from a tiny corner: overseas petrochemical companies in China’s polyolefin industry.
I. We are inviting
Established in 1990 and put into production in 1997, Dalian Westpac Petrochemical Co., Ltd. is China’s first large-scale Sino-foreign joint venture petrochemical enterprise approved by the State Council and jointly invested by Chinese and French shareholders, with Chinese and foreign investors Petrochina and Total respectively. Dalian Xitai is a modern refining enterprise, with 5 million tons of oil refining as the leader, producing a variety of oil products and chemicals, the only polymerization unit is polypropylene, the capacity of which was 60,000 tons/year at that time (later expanded to 120,000 tons). And no one knows about Dalian Xitai drawing grade polypropylene - T30S.
Founded in 1995 and put into production in 1998, Shanghai Jinfei Petrochemical Co., Ltd. is the first Chinese joint venture to produce polyethylene, jointly funded by Sinopec and Chevron Phillips (CPChem), ring tube slurry technology to produce high-density polyolefin has many classic grades, TR144 and 5502, etc., are the market with a long history. TR144 and 5502 are long-established products in the market.
In the next 30 years of China’s petrochemical industry, we have invited more and more overseas counterparts, experts, teachers, friends and partners: Chevron Phillips (CPChem), British Petroleum (BP), BASF, Shell, ExxonMobil, Saudi Aramco, Saudi Basic Industries Corporation (SABIC), South Korea’s SABIC. (SABIC), South Korea SK (SK HOLDINGS), LyondellBasell, Kuwait National Petroleum (KNPC), Petroleos de Venezuela (PDVSA), Ineos ......

But the glorious tradition of self-reliance and hard work has not disappeared from China’s petrochemical industry in the olefin industry. Taking PE as an example, the share of joint ventures peaked at 27~32% in 2010~2013, starting from Fujian Refining to Wuhan, China and South Korea, and then decreased, down to about 18% in 2017 after the completion of nationalization of SECCO and Jinfei. It eventually remained stable in the long term, with PE maintaining a capacity share of around 20~21% and PP at 11~13%.二、能源这碗饭必须端在自己手里, polyolefin is not energy, but energy as raw material production of important materials related to national economy and people’s livelihood, affecting all aspects of social activities and people’s lives. Sinopec, as the largest chemical manufacturer in China and the second largest in the world, has been maintaining one-third of the polyethylene market and one-fourth of the polypropylene market capacity in China, which has played a great role in guaranteeing the supply of bulk raw materials, stabilizing the prices of basic materials and improving the quality of people’s life.

今年来，外资在能源领域与我国合作日益紧密。在石油和化工领域，沙特阿美接连宣布两项总投资逾千亿元的中沙石油化工合作项目，壳牌集团与中国海油签订合约，埃克森美孚惠州项目也在火热建设中，中国炼油石化行业再次掀起波澜。
2022年我国炼油产能9.2亿吨，乙烯产能达到4933万吨，已经超越美国，成为全球最大的乙烯生产国。聚烯烃产能即将突破7000万吨，聚丙烯产能绝对过剩，陷入全面亏损，聚乙烯勉强盈利。去年首次出现炼化企业增收不增利的现象。
"十四五"期间，我国聚烯烃产业升级更需要注重高端化、差异化、多元化产品开发的技术创新。但据统计，我国高端化、差异化聚烯烃产品，例如茂金属聚乙烯、茂金属聚丙烯、高碳α烯烃共聚聚乙烯等聚烯烃高端牌号，以及EVA树脂等特种聚烯烃在我国的消费量高达1138万吨，自给率却只有38%。为加速推进我国聚烯烃产品高端化、差异化和进口替代的进程，中国石油、中国石化等企业正积极布局，这也是每一个聚烯烃人前进的方向！
