Advanced, clean coal technologies such as integrated gasification combined cycle (IGCC) offer societies around the world the promise of efficient, affordable power generation at markedly reduced levels of emissions—including “greenhouse gases” linked to global climate change— relative to today’s current fleet of coal-fired power plants. To help accelerate the development, demonstration, and market introduction of IGCC and other clean coal technologies, EPRI formed the CoalFleet for Tomorrow initiative, which facilitates collaborative research by more than 50 organizations from around the world representing power generators, equipment suppliers and engineering design and construction firms, the U.S. Department of Energy, and others. This group advised EPRI as it evaluated more than 120 coal-gasification-related research projects worldwide to identify gaps or critical-path activities where additional resources and expertise could hasten the market introduction of IGCC advances. The resulting “IGCC RD&D Augmentation Plan” describes such opportunities—and how they could be addressed—for both IGCC plants to be built in the near term (by 2012–15) and over the longer term (2015–25), when demand for new electric generating capacity is expected to soar. For the near term, EPRI recommends 19 projects that could reduce the levelized cost-of-electricity for IGCC to the level of today’s conventional pulverized-coal power plants with supercritical steam conditions and state-of-the-art environmental controls. For the long term, EPRI’s recommended projects could reduce the levelized cost of an IGCC plant capturing 90% of the CO2 produced from the carbon in coal (for safe storage away from the atmosphere) to the level of today’s IGCC plants without CO2 capture. EPRI’s CoalFleet for Tomorrow program is also preparing a companion RD&D augmentation plan for advanced-combustion-based (i.e., non-gasification) clean coal technologies (Report 1013221).
