继前两次规划审查的先例之后，2016年1月，美国内政部长宣布暂停新的煤炭租赁，公共土地支出完成全面审查。近90%的煤炭来自怀俄明州和蒙大拿州的粉河流域（PRB）的公共土地租赁。
Following the precedent from two previous programm aticreviews, in January 2016 the US Secretary of the Interior announced a moratoriumon new coalleasing onpublic land spending completion of a comprehensive review.Nearly 90% of coal produced from public land sis rom leases in the Powder RiverBasin(PRB)of Wyoming and Montana.
