With the global economic downturn and the slowdown of China's economic growth becoming the new normal, many labor-intensive industries have suffered varying degrees of impact. During the 12th Five Year Plan period, the problem of employment reduction caused by the elimination of backward production capacity in some industrial sectors has attracted the attention of relevant regions and departments. Some experts pointed out that in recent years, the biggest difficulty in the national employment work is the employment of college graduates and the impact of employment reduction caused by overcapacity. The central economic working conference held at the end of 2015 also clearly proposed that the key tasks of national economic and social development in 2016 are "capacity reduction, inventory reduction, leverage reduction, cost reduction, and weakness correction". In the process of capacity reduction, it is the key and difficult point to properly deal with the elimination and placement of laid-off workers faced by some key departments But at the same time, we should also realize that the employment impact brought by the de capacity policy to the coal industry is also the inevitable result of labor distribution reorganization in the process of economic transformation and energy transformation and upgrading in China. In the long run, it is the pain brought by the optimization of industrial structure, energy structure and labor structure.
