随着全球经济的低迷以及我国经济增速趋缓成为新的常态,很多劳动密集型产业都 遭受了程度不一的冲击。“十二五”期间,围绕一些工业部门中淘汰落后产能产生的就 业减少问题已经引起了相关地区和部门的关注,有专家指出,近年来全国就业工作中最 大的难点就是高校毕业生的就业和化解产能过剩导致的就业减少冲击。 1 在2015年底召开 的中央经济工作会议也明确提出 2016 年的全国经济社会发展重点任务是“去产能、去库 存、去杠杆、降成本、补短板”。在去产能过程中,妥善处理好一些重点部门所面临的 淘汰和下岗职工安置问题,是顺利完成去产能任务的重点也是难点。 但是同时也应该认 识到,去产能政策给煤炭行业带来的就业冲击也是我国经济转型和能源转型升级过程中, 劳动力分配重组造成的必然结果,从长远来看,是产业结构、能源结构和劳动力结构优 化带来的阵痛。
