Total consumption control of cement and coal Programme and Policy Research Rep

China's industrial energy consumption is still dominated by coal. The coal consumption of building materials industry accounts for 7.4% of the total coal consumption of the industrial sector;            

The coal consumption of cement industry accounts for 83.7% of that of building materials industry. Based on the principle of "big belt small", the total coal consumption control of cement industry is equivalent to the total coal consumption control of building materials industry;            

In order to implement the strategic action plan for energy development (2014-2020) issued by the State Council, this report has been prepared to implement the "saving priority strategy" and "green low carbon strategy" in the cement industry.

我国工业能源消耗仍然以煤炭为主，建材工业煤炭消耗占工 业部门煤炭消耗总量的 7.4 ％ ；

水泥工业煤炭消耗占建材工业的 83.7% ，本着抓大带小的原 则，抓好水泥煤炭总量控制相当抓住了建材煤炭总量控制 ；

为落实国务院发布的《能源发展战略行动计划（ 2014-2020 ）》，在水泥行业贯彻实施 “ 节约优先战略 ” 和 “ 绿色低碳战 略 ” 编写了本报告 。
