Since September 2013, the State Council has issued a series of documents and policies, especially the action plan for the prevention and control of air pollution ("gas Article 10) and the strategic action plan for energy development (2014-2020) (the "strategic action plan") to support total coal consumption control.In the "gas ten articles", it is clearly required to "formulate the medium and long-term control objectives of the total coal consumption of the country, and implement the target responsibility management" 2016.In the newly revised law on the prevention and control of air pollution implemented on January 1, it is required to adjust the energy structure, optimize the use of coal and promote the clean coal industry.

Clean and efficient utilization, and gradually reduce the proportion of coal in primary energy. According to incomplete statistics, there are about 20 provinces, autonomous regions and municipalities in China.Municipalities and more than 30 cities have set different control targets for total coal consumption. On this basis, we will work out and implement the national plan.It is imperative to control the total coal consumption of regions and coal consuming departments.During the 13th Five Year Plan period, China's economic development has entered a new normal, providing an extremely valuable period of strategic opportunities for the comprehensive reform of the energy sector.The total coal consumption control plan should embody and run through the concept of "four revolutions and one cooperation" proposed by general secretary Xi Jinping.We should make low-carbon, green and circular economy an important orientation in promoting modernization, and substantially improve the green level of energy.Put forward a series of top-level design and overall deployment of energy strategy. The core of China's total energy consumption control is to control the total coal consumption.For more than a year, the research topic of China Coal Control Project ("Research on total coal consumption control plan and policy in China") has been fully investigated,By using scientific methods and taking the red line of resources and ecological environment as constraints, the objectives, policies and measures of coal control during the 13th five year plan are analyzed and studied,We will help transform energy resources and make suggestions for the formulation and implementation of the 13th five year plan for coal control of government decision-making departments.

2013 年 9 月以来 , 国务院出台了一系列文件和政策，特别是《大气污染防治行动计划》（“气 十条”）和《能源发展战略行动计划（2014-2020）》（“战略行动计划”）, 支持煤炭消费总量控制。 在“气十条”中明确要求“制定国家煤炭消费总量中长期控制目标，实行目标责任管理。”2016 年 1 月 1 日实施新修订的《大气污染防治法》中，要求调整能源结构，优化煤炭使用方式，推广煤炭清 洁高效利用，逐步降低煤炭在一次能源中的比重。据不完全统计，中国目前约 20 个省、自治区和直 辖市和 30 多个城市制定了不同形式的煤炭消费总量的控制目标。在此基础上，制定和贯彻实施全国、 地区和耗煤部门的煤炭消费总量控制目标势在必行。 “十三五”期间，中国的经济发展步入新常态，为能源部门全面改革提供极为宝贵的战略机遇期。 煤炭消费总量控制规划应体现和贯穿习近平总书记提出的能源体系“四个革命一个合作”的理念， 突出把低碳化、绿色化和循环经济作为推进现代化建设的重要取向，大幅提高能源绿色化程度，做 出一系列能源战略的顶层设计和总体部署。中国能源消费总量控制的核心是控制煤炭消费总量。 中国煤控项目（“中国煤炭消费总量控制方案与政策研究”）研究课题一年多来开展充分的调研， 应用科学的方法，以资源生态环境红线为约束条件，分析和研究“十三五”煤控目标、政策和措施， 助力能源转型，为政府决策部门的“十三五”煤控规划制定和实施建言献策。
