国际能源机构（IEA）成立于1974年，在经济合作与发展组织（OECD）的框架内实施国际能源方案。国际能源机构促进其26个成员国和欧盟委员会以及其他国家的合作，以提高能源安全使用效率、开发替代能源以及能源供应和使用方面的研究、开发和示范。这是通过一系列合作活动实现的。根据40多个执行协议组织。这些协议包括超过200个单独的研究、开发和示范项目。国际能源机构温室气体研究与开发计划与这些执行协定有关
The International Energy Agency(IEA)was established in 1974within the framework of the Organisation for Economic Co-operation and Development (OECD)to implement aniternational energy programme. The IEA fosters co-operationamongst its 26 member countries and the European Commission,and with the other countries, in order to increase energy securityby improved efficiency of energy use, development of alternativeenergy sources and research, development and demonstration onmatters of energy supply and use. This is achieved through aseries of collaborative activities. organised under more than 40Implementing Agreements. These agreements cover more than200 individual items of research, development anddemonstration. The IEA Greenhouse Gas R&D Programme isone of these Implementing Agreements
