2011 is a year of steady progress and continuous development for gei to use market mechanism and policy recommendations to solve environmental problems. Research problems, design solutions, demonstration projects, policy recommendations and scale promotion have become the working methods of gei, especially the methods of policy recommendations, which have become an important working link of GEI. Marketization and national policy are two ways to make gei work more effective, but also play a magnified effect. In 2011, in terms of using market mechanism, we implemented projects such as rural energy projects, mainly focusing on carbon trading projects of stoves and biogas. We hope to use the voluntary market of bulk carbon trading to promote the wide use of rural biomass energy and replace the use of fossil energy. LED lamp replaces incandescent lamp. We hope to use the "contract energy management" mechanism to make a demonstration in a hotel, so that it can reduce lighting energy consumption and carbon emissions, while also benefiting from reduced energy consumption. On this basis, we also study and analyze the advantages and disadvantages of "contract energy management" mechanism used in LED industry, which paves the way for further promotion and market expansion. In 2011, in terms of research and policy recommendations, the project work we implemented included the promotion of "Agreement Protection" mechanism at the national level, that is, on the basis of the demonstration project of "Agreement Protection" in Baoxing giant panda reserve, Sichuan Province, gei, the promotion of the mechanism to the national natural forest protection work. In 2012, we will further study the method of "third party assessment" to promote its application in national protection. The demonstration, policy suggestion and promotion of "Agreement Protection" mechanism in grassland protection. Overseas investment and environmental protection projects. In 2011, we continued to pay attention to China's investment in Southeast Asia and the environmental behavior of enterprises, especially in Myanmar. In the new year, we will continue to complete the investigation, research and analysis of foreign investment, foreign trade and foreign aid, and promote the introduction of the government's overseas investment and enterprise environmental policies. Research and demonstration of Climate Change Action Programme (or low carbon programme) methodology. We introduced the macro and micro model tools of the US climate action plan, and worked with the Chinese Academy of Sciences to implement the Chinese template and demonstrate it, with a view to contributing to China's realization of greenhouse gas emission reduction goals. Low carbon capacity building project of State Administration College. We hope that through the way of "training trainers", we can improve the ability of teachers and teaching managers of the State Administration College to compile teaching materials and teach systematically in low-carbon economy, and finally enhance the low-carbon decision-making ability of government decision-makers. Looking forward to the future, gei has a long way to go. With the advent of globalization, there are still many things to learn and study.
