In 2005, the International Energy Agency (IEA) and Eurostat jointly released the energy statistics manual, which is used to help statisticians better understand the basic principles of energy statistics and help to prepare the annual energy questionnaire. In fact, the manual aims to address a number of issues, including the office and relevant ministries responsible for the rapid mobility of energy statistics staff and the need to train newcomers in the field as soon as possible.
