Germany's climate goal is to reduce greenhouse gas emissions by 55% by 2030 and to be climate neutral by 2050 (compared with 1990 levels). In 1990, renewable energy accounted for only 3% of electricity consumption, but by the first half of 2019, this proportion has risen to 44%. By 2030, renewable energy will account for 65% of total electricity consumption. The increasing proportion of renewable energy presents new challenges to the German power system. Today, about 75% of Germany's renewable electricity comes from wind and solar photovoltaic, or fluctuating intermittent sources. Therefore, the flexibility of power system plays an important role in the increasing consumption ratio of volatile renewable energy power.

2018年7月18日,国家发改委、国家能源局联合印发了关于《积极推进电力市场化交易,进一步完善交易机制》的通知。通知中明确指出提高市场化交易电量规模,取消跨省跨区电力市场化交易的限制;推进各类发电企业进入市场,包括煤电机组、太阳能发电、风电、水电、核电等;放开符合条件的用户进入市场,全面放开煤炭、钢铁、有色、建材等4个行业电力用户发用电计划;完善市场化交易电量价格形成机制,形成固定价格、“基准电价+浮动机制”、随产品价格联动的交易电价调整机制、高峰用电市场化机制等多样式的市场价格机制。
