Legislation has been proposed that would reduce the West Virginia Coal Severance Tax rate from 5% to 2% (with no change to the 0.35% county share).1 PwC has been asked to evaluate the economic consequences of such a reduction in the coal severance tax. In this report, we first review the economic environment of the coal industry in West Virginia and then estimate the potential employment impacts from the proposed reduction in the coal severance tax.
