Coal to gas, as a "high energy consumption, high pollution, high water consumption" coal conversion and utilization product, has been restricted and contained until 2011; however, in just three years, the national policy has shifted from the initial restrictions to promoting demonstration projects. In 2014, the energy guidance proposed to actively promote the industrialization of coal to gas, and proposed the goal of reaching 50 billion cubic meters by 2020. However, in terms of technology maturity, economic uncertainty, environment and external cost of climate change, there are still many obstacles in the development of coal to gas industrialization in order to achieve this output goal. We believe that at this stage, we should strengthen the demonstration of coal to gas technology and test whether the technology is mature from multiple perspectives; before the demonstration project practice proves that the new technology breakthrough, the competitiveness of coal to gas is very weak, so it should not be regarded as the industrial scale development.

煤制气,作为“高耗能、高污染、高水耗”的煤炭转化利用产品,在2011年以前一 直是被限制和遏制的对象;但是在短短三年间,国家的政策就从起初的限制转向到推动 示范项目。2014年能源指导意见提出要积极推进煤制气的产业化,而且提出了2020年达 到500亿方的目标。但是从技术的成熟度、经济的不确定性、环境和气候变化外部成本 三个方面来看,为实现这个产量目标,煤制气产业化发展仍存在很多障碍。我们认为现 阶段应加强煤制气技术示范,多角度检验技术能否成熟;在示范项目实践证明新的技术 突破以前,煤制气的竞争性很弱,应该不作为产业规模化发展。
