在国有化之前，以前矿主在贾里亚和拉尼根这些煤田里开采了200多辆矿车，造成了不科学的开采，导致了沉陷和火灾问题。多年来，生活在老龄化地区的人口增加了许多倍，尽管这些地区对于居住地来说变得不安全。这是地方当局宣布不安全的地区。栖息地有增无减。政府不时地处理沉降和火灾问题。为此，1996年12月成立了一个高级委员会，由当时的煤炭部秘书担任主席，其他部门、煤炭公司和有关国家政府派代表全面处理这一问题。

In this regard a HighLevel Committee was set up inDecember, 1996 under theChairmanship of the then Secretary,Ministry of Coal with representativesfrom other Departments, Coalcompanies and the concerned StateGovernments to deal with theproblem in a comprehensive manner
