The US Department of State (USDOS) Final Supplemental Environmental Impact Statement (FSEIS) on the proposed Keystone XL (KXL) pipeline found that construction of the pipeline is “unlikely to significantly impact the rate of extraction in the oil sands.” This finding rests on the conclusion that (1) relative to other transport options such as crude-by-rail, the project-level economic impact of KXL amounts to only $8/bbl; and (2) if jettisoned, KXL will be replaced by a combination of new or expanded cross-border pipelines, new or expanded eastwest pipelines within Canada, and expanded crude-by-rail shipments.
